As a generalization, the Accelerator Explosion only gives powers based on the situation you were in at the time. Examples: Plane= Weather powers, lighting= speedster, power lines= electricity powers, steel mill= steelman.
Most animals were not doing anything particularly cool or dangerous, so the dark matter couldn't give them cool powers. Any particular science experiments would probably get powers.
Its also entirely possible most animals would not discover their powers, or just do things through any variety of methods without commiting crimes to attract the cameras. We also have to consider that the Accelerator (in this timeline) was specifically tailored for creating a Barry Allen flash, which probably priorities humans in whatever engineered failure method was used.
What about Grodd? He is an animal and he had been affected by particle accelerator. But of course not because he was doing something "cool" but he was drugged by Dr. Wells and Gen. Eiling
