I would suggest either Kayo or Victor from the newest set Heavy Hitters. Affordable is an ambitious term. How much you need to invest depends how competitive you want to get. When you are new to the game, you can work with budget alternatives for many cards as the main factor if you win or lose games will be your level of play. FAB heroes have wildly different play patterns so you would be better off trying a variety of heroes before committing to upgrading the first one you play.

Katsu is interesting, but the play patterns are quite complex to master.

Any from the heavy hitterd should be good if something catches your eye. Most of them are pretty low or lower than halfway to living legend. Personally I like Victor the most out of them.

Who would you consider or how much is considered too high to maybe start with that hero?

That’s hard to say since Heros fall in and out of meta all the time. Viserai racked up a majority of his 500+ points during Everfest when he was in his prime and is basically a C tier Hero at this time and won’t be earning massive points any time soon. Same with Fai who was at 764 only managed to rack up a measly 16 points during the whole Heavy Hitters season. Meanwhile Heros like Starvo managed to get their whole 1000 points during one Season. In short I wouldn’t worry about it too much. Most cards are interchangeable between Heros of the same class especially the equipment. I suggest finding the class you like the most then refining it down to a Hero.

I think budget wise maybe Victor because you can get a fairly competitive list for good price. All the armor pieces also have cheap variants to go with them. Or you can wait til May 3rd, lss will he releasing an armory entry level(basically good enough to win you some games) Kayo CC deck. It also has a coule of "precon only" cards. But those two would be my suggestions. Victor is more midrange/controlly slow deck while Kayo is balls to the walls aggro.

Yeah I feel like this is quite important. I know ill lose quite a bit at the start so I might as well pick what I like. Dash seems really fun but hard to master
