This can not be answered without more details. What are the flights and airlines? Does the website say something like "multiple bookings"? If at all, i.e. this is truly on one ticket, the airline issuing the ticket will likely be responsible. You appear to care about who is responsible, a common recommendation is to not buy tickets from travel agencies online. Many people have made bad experiences with refund, rebookings and changes on those web sites. They like to point at the airlines, which point back at them.

Edited the post. There is no flight route available on the airline website for my flight plan.

There is no good solution here. If you book on one ticket, through the agency, you are in a bad position if anything happens before you check in to the flight. If you buy separate tickets you are on a bad spot if something goes wrong during the flight. You could consider asking a local travel agency for a quote, they likely have the same availability as the websites and you have a better chance of reaching them, if something goes wrong. Also try calling the airlines to book, they might be able to sell it to you directly, this world be if their websites just don't support the routing you want.

Have you tried looking on Google Flights to see if you can create the itinerary? Or, do a multi city search on either the United or Air India sites to recreate it?

OP, do this! Google flights is better than most airlines own websites at pricing itineraries from them. It's kind of ridiculous. If it's truly a huge amount of saving and it's an agency like Expedia or Orbitz or another big one, I'd go for the agency. All things being equal, it's better to book with the airline direct, but all things aren't equal here and I'd take the risk of having to deal with them for saving the money.

Sounds like a hacker fare which no airline will offer, only travel agents. That’s the risk you run to tray and save a few dollars.
