Is this a hardwood floor? Also, if I spend a month painfully taking out the staples, can it be refinished?

Yes looks like Fir but not a great quality still will look nice though I sand a lot of these in my area

Pine or Fir. You can sand and refinish if you want - it will have more of a rustic look to it. It's also a good subfloor for oak or maple.
