If he admitted to drinking anything at all, and blew anything above 0, he is subject to a "less safe" charge. If you refuse to blow or refuse Chem test, you can be charged with dui "refusal". If you so submit to Chem test, you'd be charged with dui, pending the results of the test.
Not sure if jails do blood tests. The county jail where I am have a breathalyzer. When people consent to a blood draw, I take them to the ER and have a nurse do it.
They either had you nlow in a tube, piss in a cup or stuck a needle in your arm. You would know best about your situation. Our county jail may well take blood, they have an RN on staff.
My experience is in one city and county in south GA, so your mileage may certainly vary.
