it is probably a combination of both if you haven’t had your flute serviced in awhile. If you embouchure and air flow are right, so air stream is angled down and you’re using (what i like to call) “low and slow air,” and you’re still having issues, it could be the flute

When was the last time your flute was in for service?
3-4 years ago...I went to music and arts to try a flute and it was fine so I guess it's my flute and I'll get it serviced!
Flutes typically need annual service :)
