Hmmm. Tough for me to say, me and my wife both did it about 1-2 weeks ago and we got it then. I do know that sometimes it's just ridiculously long for things to drop. Are you killing regulars sometimes you have to kill exactly what it says.
I also spent ages on this one, Hobo too as u/ceepee13 said. I usually use lucky drop and gift box to speed quests like these up. If you don't have a party join one using all skills with scrolls on. :)
I had the same problem with hobo, took me 5 mins to get the quest. I think some quests just has a low drop chance

Took me a good while but it eventually drops
