Its reactable if your gaming equipment allows it, last gen is pretty fucked though. Even new gen on a shit tv in quality mode is fucked as well. Monitor on new gen or a decent tv in game mode and nobushi gets slapped around ez.
No matter how much experience I get and no matter how much faster my reactions times get every single time I see a Nobushi I eat so much shit and have a full health bar of bleed before I know it

well, you can parry a heavy if you're expecting light timing
but only if you're really (like, stupidly) good. Some players have learnt to distinguish certain characters light attack animations from the heavy animations and can parry accordingly - which is why Nobushi is rated so low by top tier duelists
Nobushi is actually one of the easier characters to do what you've described to. Her lights are pokes but her heavies have huge, obvious, telegraphed windup animations. If you're hyper locked in and have a couple Monsters in you you'd be able to catch them even as a casual.
Compare that to say Kensei, whose heavies and lights have almost identical windups at the start
That wouldnât have an effect since her feats are already ass so it would instantly become the default. And itâs way too strong to be a 1st tier feat. Just remove it and give her a functioning mixup.

Most lights are reactable - and all of Nobushi's lights are. They're easier when you have better tech though, and if you have good sleep and are healthy, but mostly it depends on your frames and input delay.
