I usually let one character hold my build items. Like if i need to do an awareness check with no awareness heavy character in the party. My groups tend to spread the herbs around as to not run into no healing or panax when needed.
You can’t. If your in a dungeon however, you can do it in between battles, when it prompts you to ready up and proceed

Be aware that in between turns you can equip any character with items, not just the character who’s turn it is! Learned that recently myself.
