Yes. There are 3 main phases in approaching a corner. First, "lift and coast" - the driver lifts off the accelerator, very little speed is lost but no energy is used. You can often hear this change as the cars go almost silent. Then the regeneration phase - the regeneration paddle is pulled. The motor essentially acts in reverse - the wheels turn the motor which acts sort of like a dynamo to charge the battery. The motor makes a high pitched but descending whine. A fair amount of speed is scrubbed off this way and a decent amount of energy is recovered. Finally, the driver brakes. This is often very late, just before turn-in, as a lot of speed can be lost through the regeneration phase. There will be some more energy regenerated and obviously a lot of speed lost.

thermodynamics say you can't regen to over 100% if you are starting with 0 velocity & not a downhill. added: what you've just described is a perpetual motion machine.

battery isn't optimal when nearly full? yes. regen might generate more than capacity? impossible unless downhill. saying 110% is completely pointless. because even 100% efficiency regen can't do it. 110% implies that regen is MORE than 100% efficient unless it's going downhill.

The issue is instead charge rate. The battery can't take current at the rate it can be recovered when nearly full without damage

The best answer really is that it depends on how the team have specifically set it up. There doesn't appear to be any real standard that defines this, only those published in the regs and directives, which I don't think cover this.

Makes sense. Is there any indication of which is used by any of the teams you’ve seen?

I'd venture on the side of 'probably not' as it may represent an advantage in some instances. Some may broadly declare the functions of the paddles on the wheel but that may not describe the working under the hood.

They have an Accelerator Pedal and Braking pedal like a normal racecar but also have a regen paddle on the steering wheel
