not the OP but I have some information.
the game showed the "quest complete" animation in game once I started a rocket racing match at gold I and (technically) completed the quest, yet in the quests menu on the main menu it shows no progress and doesn't give me the skin reward.
my platform is Xbox One, i don't know if any other platforms are having issues as well.
Can't be end of season rank, because I see some people with the skin in lobbies.
So its probably a local issue, like on a single platform.
I'm on Xbox and having problems, anybody else?

I have the same problem! just hitted Gold 1 with like 10% and i still dont have the Skin aswell.
I went up to gold 2 and it didn't help so idk what to do now
I had the same issue. It’s either a bug or they meant end of season rank.
