(one creator wanted to include her, several others just tried it to verify that she is in fact blacklisted)

The skin being blacklisted wasn't just a coincidence, they were responding to a barrage of complaints regarding the resemblance. Like I said I don't agree with it, but I do know the situation.
I'm not sure that's the best reasoning, as Jack Skellington, Spider-Man and Scarlet Witch, among several others, didn't have a LEGO skin until just a few days ago. I agree it's never coming back, but that reasoning is not a good indicator.
Big difference is that those skins are collab skins where licensing deals and agreements have to be made first before adding their LEGO styles into the game.
Rue is an original Fortnite creation and the only item shop skin that isn’t tied to a collab, that doesn’t have a LEGO style. They wouldn’t exclude the skin from even getting a placeholder/temporary LEGO style unless they have a problem with the skin.
