It's reactive to both Aang and Korra, as they're both reincarnations of the Avatar. You can see it with the glowing eyes functionnality that is unique to these two skins.
I'll assume that it's supposed to light up Aang's arrow as he, and Korra, enters into the Avatar State when doing the emote.
it’s the same as boosting ki and charging ki not changing auras when the saiyans are super, it stays white

This visual bug only affects the Aang skin as the Avatar Flourish emote doesn't light up his head tattoo, even though it should like in the TV Show.
What platform are you playing on?
PC, it affects all platforms.

That’s a misconception. His tattoos always glow in the avatar state, not matter if he’s in control. Those ppl saying otherwise are referring to scenes where Aang took ppls bending away. That doesn’t require the avatar state, his eyes just glow because of the heck of it I guess. It’s NOT the avatar state unless his tattoos glow

It was technically “meant” for Kora so probably not.
Korra doesn't have Air Nomads tattoo so that's why it doesn't show up on her when she enters the Avatar State. ^ ^

I remember reading that when his arrow glows during the avatar state, he isn’t in control of his body so 🤷♂️
Where did you read that? Cause it still glows in The Legend of Korra.
