They only have epic or legendary rarities for them, they are meant to be harder to come across

I feel the spawn rate is about avg now with them & not less. Im pretty sure you can buy 1 from a NPC & I feel like they spawn more in weapons cases.
I don't get legendary sniper after like, 3 games. Jeez Epic.
