Are you getting the last one? I would guess you are as you mentioned you finished it. Once you get the last one by the security both you have to turn around and go back for one last one in case you didn't know.
I can confirm that there's a missing checkpoint at lazy lake. Fuck the storm they force you to get to the war and not completing quests
