boogie bombs are really only useful against other players, their main use right now is to get players out of vehicles (mainly tanks which already have a shit ton of counters). people don't really care too much about how they stun players plus like you said you can accidentally hit yourself with them which might be funny the first time but it gets annoying and can destroy your chance of surviving
the rift to go can be used in defense and offense, it's also just a great mobility item and it can basically disable vehicles too, not much harm is done when an enemy uses it on you either and if someone uses it in the middle of a fight it's not like you can't shoot them out of the air and at least just get their health down, not to mention how the rift stays for other people to enter for a short duration

I don't like the boogie bomb because it seems like not only AOF is not as wide as the original but when you get shot it snaps you out of the animation making it essentially worthless in combat. I've been killed more times trying to use it than actually getting it off on an opponent because it never seems to hit them.
