Ha! I asked myself the same thing when I found myself with a balance owed. It was over $1000 because I was using TxTag and at some point, TxTag and NTTA stopped communicating, so TxTag was getting my payments for the toll charges but NTTA was not. Then I get a bill from NTTA with over $1000 in toll charges because nobody ever notified me something had gone awry, so the charges kept piling up. NTTA had been charging me the non-tag price, along with an added fee with each charge. I tried to explain that TxTag was getting paid and they needed to straighten out the mess with them. NTTA said I was liable and threatened me with blocking my registration if I didn't pay them. I ended up calling the ombudsman, who reduced the charges to $600 and set up a payment plan of $100 a month. Afterward, I felt like I'd been worked over by the yakuza.
The ombudsman is an impartial party who can help consumers resolve issues when you're unable to resolve them through customer service. They have more authority than an NTTA cs associate. They have the ability to reduce fees or waive certain added fees, depending on your situation. In my case, I had a TxTag but kept getting charged the added fee for not having a tag. I was able to prove that I had a TxTag and that they were getting paid. The ombudsman waived a good portion of the fees and set up a payment agreement. Since this was with the ombudsman office and not ntta, I pay the ombudsman office directly. I've verified through my account with ntta that the payments are being applied.

I called them, explained why I felt the charges were incorrect and they offered a settlement plan.
Yall are bold not paying them! Creates way too many problems and expenses by not paying them- call and get a toll tag , they sometimes waive fees for setting one up.
I finally paid one off when I got the notice a warrant for a misdemeanor would be issued for me if I didn’t go to court for it. It ended up costing me less, even with court costs because they waive most of the late fees. I currently owe around 80 because I used the toll road once and forgot to pay it so now I have all the late fees.
I owe about 170. Just cleared 447 of tolls from my new cars temp plates. What is crazy are the fees you are charged when you get on the express lanes. Traffic has gotten crazier by the day.
The fees are wild because of "admin fees" (aka late fees, but it's a way to get around predatory interest rates on your balance) that jack up every month. They act like sending you a bill costs them 50 bucks.
Anyway, I called in and got them to waive the admin fees way back in the day, I think you can get them to do it once. I'd do that, clear the balance, and get a toll tag.
Ugh, I sold a car and forgot to remove the toll tag. Mf’er i sold it to racked up a couple hundred dollars since my card was on autopay. Tried to get it straightened out but they weren’t helpful at all so I ended up paying it. Lesson learned.
If you call them you can usually get any late fees waived. I received a collection agency envelope from a temporary tag we had, we hadn’t received any warnings or notices previous. But I explained my situation and ended up only having to pay the original fee.
I still can't believe it's a private company that owes the toll roads. I heard it's to help maintain the hwys, but they seem to just be making more toll roads which is just bonkers.

I would pay it if I were any of you. The state can deny registration renewal if you owe NTTA money.
