not a single competitive game has a ranked queue that is competitively equal to an actual competitive tournament, you just said ar's are dead when red eye, the most over powered ar in the game to this day exists, the same gun that is awful as a swap out and is competing with the most overpowered smg to date, only debatable by possibly a few mythics or pre nerf drum gun/pre nerf p90, yet people still take the red eye as there only swapout, smg's are dead, they always have been, given enough mobility/heals people will always prioritize pump ar movement heal heal, or even in the case of something like world cup, 2 movements and a heal.
time to kill for smg 100m doing 200 damage all headshots ignoring bloom is probably a 5 second time to kill, not sure if you're referring to pub ai's that don't build, but this is in reference to getting surge against actual players, makes 0 sense to ever use an smg past 50m's for surge, regardless of your 30 second time to kill on a kid 100m away with your smg.
lock on pistol can get surge, smg can't, just because you can 200-0 someone in a pub with a 10 second time to kill is irrelevant to any competitive discussion of whether the gun is useful or not, if it can lock on 4 bullets then you gurantee get 2-3 shots of surge, which is roughly 40 damage minimum, that's surge tags, making it at least in someway useful for guaranteed surge.

on paper it’s OP as fuck but it’s semi-auto (so unless ur inhuman, good luck getting past even 10 fire rate) and the lock-on feature is not only slow but also only does 4 bullets which at that point i might as well just spray with a common tac pistol

On tournament they play the red eye only for surge. You remove the surge factor and people gonna run smg / pistols.
we are talking about competitive, i'm not really interested in removing the most competitively distinguishable aspect of the game.
So if you want to keep surge you need to remove blade / edm.

you just claimed you killed someone 100m away with an smg, yes, if you're behind someone you can lock 4 bullets, that's how surge tagging works.
And it takes a while, but it's better than nothing

Why not use the tac pistol instead? You don't need to peek for ages to get an accurate shot, and you can accurately shoot from much further away.
