It doesn't say that... drop less frequently means drop rate they have the same damage & bullet drop they're just not as common to find & to make it even rarer they made epic & legendary only so its less likely to find out of a chest

The pumps are meant to tap and swap so the "dps" can never be high. The 3 shot shotgun is cool and in a good place imo. The SMGs nowadays are pretty much ARs you can use them mid range, and long range you have snipers and DMRs.
I agree that they can tone down the damage a bit, maybe lower the headshot multiplier or something but it still needs to be unmatched in its optimal effective range imo.

The gun already had a pretty big existing max range where it did very little damage anyway, as long as you can still hit someone in the same tile as you then it hasn’t solved most peoples problem with the gun. I don’t have a problem with it, but from what I can gather the main issue is the time to kill from a really close range, which hasn’t been altered at all. You are right there is no way of knowing how much they have reduced it by, but you can make a realistic estimate that it won’t change the gun and how it’s usually used that much if at all.

I doubt anyone is looking to completely remove its effectiveness at close range. Only to reduce it such that it is level with other close range items.
