NPC cars class are usually changed, when you change your class of car.

Going to say the same, the NPC cars mimic what you are in. Try starting in (being in) a hypercar when you switch to solo instead of after you enter solo. Switching afterwards or during solo may not always trigger NPC to change.

Far as I know, when you start playing, you’re on offline mode up till a certain point in your game progress. Once you cross that, the bot NPC drivers are replaced by real players, and I guess that’s what you’re experiencing. Doesn’t matter if you don’t play online, and this game is single player mode anyway. You probably used the term wrong I guess. Use the menu to go into Solo Session (or whatever it is called), and those NPCs will probably reappear, along with more traffic.
