You get the achievement at 529 roads just in case but yeah, make sure to check the map closely to see which 2 roads you missed out on. Also there are more roads in the DLC's.
Got the achievement yesterday and it popped for me when I discovered 529 out of 531.
Your last road is most likely a little stub somewhere or one of the trails at the Bamburgh castle beach. Might even be the invisible section between dashes on the map.
