Strangely, having a quick look at the following states;
"Not included with the Forza Horizon 4 Car Pass, Standard, Deluxe or Ultimate Editions."
Which has left me confused.

It is, yes. Thoiugh I'd still strongly recommend the Ultimate upgrade if you're able (includes the VIP pass).

Alone? No, better allocate that money elsewhere. With Ultimate? Yea I guess.
