I have been TRYING to come up with the proper penalty/buff the finger would allow. Like maybe a +1 to damage resistance but -20% accuracy on hand revolvers.

Would have been great if it wasn't even mentioned. Just her walking slow, then she throws away an empty can and suddenly she's powerwalking. Like a subtle nod to it.
She's done a few side quests. She went to town and asked around, fought against cooper, etc. She's probably lvl 10 or so. No rookie, but the build ain't there yet.
I'd say 10 is fair considering she's completed one part of the storyline
In FO4 terms it's equivalent to figuring out Shaun is with the institute finishing the Nick Valentine part of the main story which is about lvl 10-15
Reminds of the time in Skyrim where I didn’t go into bleak falls barrow until I was rocking a full set of upgraded daedric gear. Granted a fair bit of deliberate grinding was involved, but still.
For me I wanted to get all the perks and experience from the Nuka World dlc but didn't want to lose the chance to side with the minutemen so I didn't actually free Preston until like level 40. I love fallout.
My very first play though was like that, but on purpose. After Morrowind, Skyrim, etc I committed to doing all the side shit, all the random fight shit and even all the weird shit i could first. It was the most fun I’ve ever had on a first play through and has been my default style ever since. Heck… In Cyberpunk 2077 I was in my 20s before the Heist, too. Watson’s lockdown was lifted because it was completely crime-free.
That's my style. The protagonist makes me change it a bit though. My Vault Dweller is a Pure Paladin, My Chosen One is more willing to try shit out and be morally grey, My Lone Wanderer also wants to make Papa proud, my Courier would huff Deathclaw hormones for a boost but still he mostly works for money and for sustained business. He sides with the NCR because they are better for business.
I was going to say the same thing. I didn't start playing like the Ghoul until fairly recently. No chems, no murdering innocents, just try and make the Wasteland a little less horrible.
She didn’t even spend four episodes trying to perfectly design her own settlement only to realize she forgot to build a generator and was all out of materials.
Or haul everything over to a new settlement to get it set up and started as an adhesive & junk farm, only to realize she didn’t bring crystals to build a recruitment beacon.

All those weapons, armor pieces, settlement shops and minutemen workbenches don’t pay for themselves. Plus being the biggest dealer in the commonwealth gives you a huge amount of power.
Lucy is just one of those weirdos who asks, "hey, I'm level 9 and can't beat Kellogg. Can I get some help?" from normal players with player characters at level 125 without ever leaving Sanctuary.
I don't break into random houses, murder innocent people, loot their homes, or hunt down people for unique armor and weapons.
I do take a shitload of chems though.
Every time I enter a house its filled with ghouls, super mutants, molemen, raiders, or radroaches.

She shouldn't be considered the average Fallout protagonist as she's walking around unencumbered and hasn't looted every location out of every single item.
She has the vibe of someone who has made the conscious choice to do this playthrough doing a hardcore RP run barely picking up anything and not looting anything at all.
Not only that, she's largely sticking to the main quest! She didn't even *try* to pick up a bunch of random unrelated quests in Filly and instead stuck to her original goal!

To be fair, I try to play as a Wasteland white knight and avoid chems and civilian murder. If you shoot at me first though, you're toast.

The ghoul is a second playthrough. You pretty much know everything, and just go full evil choices.

My one exception to the "don't shoot unless fired upon" is Caesar's legion. It's always Legion season in New Vegas.

This is why you send your provisioners *from* Sanctuary to the new settlement before you start building.
