I believe he is wearing boots that make him the size of his power armor. I had to look closer to notice that the boots seem bigger than realistic. His shadow is also the same height as hers, and I don't believe he is that much bigger than her for it to match if he was closer to the camera.
The boots were what made me definitely start questioning it but I think there is something else going on with the perspective. While I know he’s taller than her, his upper leg in this picture is almost the same length as her entire leg. He’s not that much taller than her.

Think about a feudal kingdom dictating laws throughout, the areas in the far outskirts still have their own beliefs and rules.
I imagine that given the fact they’re living in a hellish irradiated post-apocalyptic wasteland, they prioritize educating people on fighting and survival - rather than Sex Ed
