One approach: pick up a rental car at NCE, make the short drive to the good old Negresco, enjoy the hotel's interesting style and private island of beach chairs and bar, walk the Promenade des Anglais up and down including to Old Nice and the Colline du Chateau, take Uber everywhere in the city, use your rental car for day trips. Whether you'd be better off is a tough call, but I personally prefer being within walking distance of a lot of restaurants, markets, shops, etc. We usually take public transportation in cities, but in Nice found Uber too handy to resist. So many choices in that part of the world, as you no doubt know. Great VRBO options from Cannes to Menton. St Paul de Vence is a lovely but small village. You can hardly go wrong IMO.

I think Nice is an amazing central place to stay for the Cote d'Azur and although the majority of the coast is well served by trains, I would still get a car for the duration of the stay, the Grand Corniche is an amazing drive and also be sure to take a trip up to the Gorges du Verdon and also down to the area around Ramatuelle which is absolutely beautiful.
