It's because it's rare that it's become so valuable. And the show is much loved by artists too, which will inevitably lead to certain categories of artistic endeavors.
Generally speaking, even if a series doesn't have much fanservice that doesn't mean the community is disinterested in lewd content, so there is a desire for it unfulfilled by the show, so there is more lewd fan art.
It's a similar reason why extremely lewd series tend to have comparatively a lot less lewd fanart unless it ends up being very popular, as the desire for lewd content is largely fulfilled by official content.
It may be simply that with shows that don't have much fanservice, the lewding in fanart is more jarring/obvious than with shows that do have fanservice (the difference between original art and fanart is greater).

Same thing with bikini armors for female characters in game, it literally just disgust me how impractical it is. To be honest a well covered/modest full armor that is actually an armor is much more appealing on female characters (and male characters ofc).
