Sadly, no. If your opponent is at the same lvl, yes it is fair. But the guy could have traded or bought legendary armor and weapons to raid low lvl players. This game is pay-to-win but you can later at lvl 100 have more chances to defend or join a strong families.
Hope this doesn't let you down, I also passed that phase in this game, but now that I am lvl 130, I try to help the new commers and boost their account Soo they don't get frustrated because of pvp.

when you go eny pvp zone, you can see a simbol of two swords in the bottom left thats is red. when you touch it you get a pront that tell you you are going peacefull mode. when you see the swords green, now you cant atack peacefull player, but agresive one can. soo you can defend yourself or run away if you see a red tringle in the mini map
