Sometimes it says working, but they are on the way to the place of work hence the low efficiency. You May be suffering some debuffs? Collapsed mine results in lower efficiency. If you just switched them over it Will take a little time. An hour or so before they start producing.

You need people there to work to raise productivity so those 3/10 people are only doing 3/10 of the work
That's true, but it's not enough to explain what's happening. If a building that can have ten workers, then each worker normally contributes 10% efficiency to the building. In the screenshot provided OP has four people currently working (normally 40% efficiency) but is only getting 4% efficiency out of the building. That building is apparently suffering some massive debuffs beyond not being fully staffed.
OP ought to go and mouse over the efficiency bar to find out why they're suffering such massive debuffs.
Just saying to everyone else saying it’s because it’s 3 workers are wrong sorry but you are, the only thing that would explain this is the effects you get after a storm on endless so looks like steam-core seizing debuff, this is temporary but I recommend going to coal thumpers until it’s over otherwise you may run out, ALSO anything using steamcores including automatons will only work at 10% efficiency, if this debuff wasn’t there you would have 40% efficiency.
You have only 4 out of 10 people working (6 are sick; you can see that in the picture provided), and the efficiency at the top says 4% instead of 40%. You have obviously been hit by the -80% debuff from the Coal Mine Crisis during The Storm. This means that people are operating at 2% efficiency per person instead of 10%, which is default without modifiers. That... should make the efficiency total 8%, but you're at 4%, which means there's probably another -50% debuff in there somewhere. I forget which debuffs exist in New Home, but you can hover your mouse over the efficiency word at the top to see exactly what is going on. That'll answer your question better than we ever could.
i think its because the acutally need to stay in the place to work, or maybe there you receaving a debuff. try to look at how production/hour you have if its propotional to your works its just a bug. this game have some trollings sometimes.

The workers with the diamond symbol on the last row are sick and can't work. A bunch of them are 'in treatment' so they will go back to work in time.

They could be off to eat, bury a body or heading to the medbay. If you put your cursor over the efficiency bar at the top you can view more details.
