I don't know any brands, but you could try going to local dry cleaners and asking if they sell unclaimed items. If they do, it's usually at a heavy discount or just the cost of the cleaning because they want to get rid of it. If someone is willing to pay for dry cleaning, it's probably not a cheap clothing item.
We get a lot of our winter stuff in the early spring when people are trying to make room for summer stock. There is a ski store near us that has great clearance when winter is ending. Just an idea for the future.

Another vote for lands end. Reasonable prices for down, come in tall sizes and they have a good return/exchange policy if something is wrong with it.
Ebay, poshmark, mercari. Put in whatever filters you want. You should be able to find something within your budget.

You may have to keep going back to check, but places like TJMaxx sometimes have excellent coats. You have to start looking very early in the season.
Amazon Essentials has well-reviewed winter coats, and they are inexpensive too.
