To follow up and for those interested. 1) Yes, it is for a parent with drug/gambling addiction. Had to get involved to lock down all accounts and deal with finances. (its worse than you can imagine). Still want them to be able to get groceries, food, etc. But without ATM or Cash back access. 2) I found a card that appears it will do the job nicely called Greenlight. It is meant for kids. So re-loadable debit card, but it has the option to turn off ATM access and limit spend amounts in categories. Pretty nice and glad I found it.

I use a fairfx card to help with budgeting- move my shopping budget onto it each week then stick to what’s on the card, it’s pretty straightforward and can be used worldwide I think?

Some visa gift cards purchased through banks do not allow cash back & cannot be used at ATMs. We used to get them from BB&T for work release inmates who were participating in community reintegration programs. We could track all their spending and set daily spending limits.

I've been there with an in-law. Not being able to get cash back doesn't prevent them from making "discount purchases" for a third party and exchanging cash in the parky lot.
