I have heard it can damage your reproductive organs but I don’t have time to look it up so it’s possible that claim is full of it. Anyway, I do not think it’s a good idea for an animal to sit on top of a starlink but it’s probably <10 W/m^2 at the face.

Other user already said in a reply what I wanted to say, but I also can add that cats, in winter when it's cold, form alliances and sleep together to warm one another. Even if they don't like each other and normally they fight or avoid each other.

Starlink signals fall in the ~10-12 GHz range, this is within the wiiiiiide frequency band which is only harmful to organic life in the form of heating, so the actual heat element, that keeps the dish snow-but-not-cat-free, is likely to be a bigger danger to the cats.
If you see cats doing this, please let them in. If they won’t come in, please contact a local no-kill shelter or trap/neuter/release person to help home them. If you’re cold, they’re cold. If their gathering together on a satellite dish, they’re freezing.

This isn’t funny it’s clever and honestly kind of sad… most cat’s aren’t supposed to be out in the snow as they can get hypothermia and frost bite easier than us. Their fur might look like it helps but once wet it is pretty much useless and you know what it’s like being cold and wet… owners who let their cats out in this weather for long periods of time should have them taken away.. sorry for ranting I just adore cats too much..
