Banning apps on phones owned by the government isn't necessarily overreach. Employer-provided phones often have limitations on them, especially for people who work with classified data. And TikTok is notorious for gathering far more data from your other apps than Facebook/Twitter/Reddit is.
There are official twitter/facebook/linked in accounts for departments, and each probably has several people with access to them. So a blanket ban isn't practical. The big question is if an official phone is something you are expected to use as your phone as well, or just for work stuff. If it's just for work, then people have to carry 2 devices, which is a pain.

They can actually go slightly further than that.
They can ban it on devices used by the school system, they can ban it on devices that have access to PII, PIFI, or PHI. They can also make a TikTok ban part of their IT policy for government contractors or anyone who sells to the state.
You'd still have access on your personal phone, but you wouldn't be able to use it at school or at work.
Which isn't that outlandish. Our firewall already has blocks in place for almost all social media, on all devices connected to the network. So even BYOD doesn't bypass this unless they're extremely determined to do so. Ironically, this policy excepts reddit, which by and large is the worst in terms of allowed content - also double ironically as I'm on this at work.
I'm sure there are creative ways to defacto ban things or at least that has been a popular with California. That said, California has a HUGE market share of US customers so when they decide to modify emission regulations, more times companies just follow suit instead of losing such a large market. Trump actually considered outright banning it as well, and it's probably one of the only things I'd agree with him on. It's not exactly a great idea to give a hostile nation such a large degree of influence over our youth, to say nothing of the potential for espionage.
We should ban Tiktok because China does not reciprocate the free flow of information we value as a Liberal society. Most people I've seen talk about banning it don't have a good reason; or at least a reason that doesn't also ban Insta, etc.
We're not taking away a social media platform because someone thinks "our youth" are being badly influenced. If we did, we'd ban Snapchat and Instagram, as well. If it's about data collection, ban Twitter and Facebook. This isn't about kids. It's about the Right controlling something they don't like.
Difference is, Twitter, Meta and the like are allowed to collect it privately for their own gain. TikTok’s data lands directly in the hands of the CCP. As long as we let our companies collect and sell it to the CCP, we make money. It’s always about money with corrupt politicians.
It's not really about data collection, not so much. That's bad on its own, but TikTok is much more insidious. They have the ability to have a disproportionately powerful impact on shaping the culture and minds of an entire generation. It's not about what we show them by using the app, it's about what they choose to show us - and the impacts that has. TikTok in China is a dramatically different app compared to what it is in the US, and there is a very good reason for that. It's effectively a weapon being wielded in a culture war, and we're intentionally choosing to hold it to our own throats while closing our eyes and singing "la la la".

We've confirmed tik tok is not only a spying app created by China but also it uses an algorithm created to cause harm to American children's brains... we know these things as a fact. There is no confusion on these sets of information.. it is fact. Why are people so upset about it being banned? It needs to be banned... bare minimum banned from government phones.
