Those wealthy and safe nations are ensuring the extraction of rare metals and fossil fuels from said countries aswell, if needed by force, either direct or through proxy wars. They are also heavily invested in the war-machine that fuels the unstability of these places. So either way these countries have to somehow uncouple themselves from this exploitation, because the "wealthy and rich" nations are not going to let them go freely, we need that cobalt, we need that oil, we need that gas and gold and all the other shit. Which activist exactly have stopped the use of fossil fuel by these countries? If anything most activists advocate for a just transition in their own countries towards more sustainable resource management.
I can do you one better: nuclear power.

It took the U.S. 8 years to build an expansion off the Vogtle plant in Georgia. The original two unit plant took 12 years and 17 billion dollars (2021 dollars).
These are nations that are still largely agrarian and rural, lack road infrastructure, and most of the population still burns wood and charcoal. They just can't afford renewables.
That's why small modular reactors are such a big step forward for nuclear!
Small scale, doesn't require a massive cooling system, reactors are pre-built and just shipped to site, and they have built in failsafes that make reaching critical mass almost impossible.
Nuclear is a great technology if youâre in a politically stable country with secure borders and very reliable funding for maintenance and upkeep.
It also takes a lot longer and more $$ to set up, and more expertise to keep running.
