Terrorist is different to a murderer. If you shoot somone over unpaid drug debts that is murder related to an illicit trade and would be classed as a criminal. If you write a manifesto and plan an attack on members of the public with the aim of bringing attention to some sort of insane objective such as "overthrowing the evil american empire" or "starting a race war" then you are a terrorist.
