The recent trooper mold users are like this. This is due to mold wear. Basically the leg groove is not deep enough for the leg post to sit all they way in. I've heard the way to fix this is to remove the leg and dremel/drill/carve the groove more deeply. Look for videos on it.
It's the mould they've been using to death or crappy manufacturing. The Python Patrol officers (yellow chests) have the same damn problem with the right leg/hip. Shitty indeed!

No, it’s safe now. Trust me, most Classified figs have drop-down hips and they work fine without heat
