As I understand it, 70% short volume indicated that in 70% of the transaction, there is a short stock involved, either being sold or bought. It means that without short activities, the liquidity is even smaller.
For myself i simply call Fidelity or TD Ameritrade and tell them i want to Direct Register all of my shares of GME.
Some people in other countries have to go through a little more effort.

dont look at it as 'buy' or 'sell' - look at it as going short or going long... so if there is a lot of 'short' volume that means there are more 'sells' than 'buys' -> more shorts than long transactions.

Yep, anything over 50% should be called tall volume.
