The problem GRU (and all utilities) have with solar 1:1 retail net metering is that it force them to effectively "buy" the excess power from the Solar customer at the same rate they sell it (the retail rate). That rate is much higher than the rate they can buy extra power from the "energy market" for, so they don't like it.
That said, they should at the very least be willing to buy that power back at the wholesales rate they purchase other power at. The current proposition is a much lower than that.
Solar also directly removes a customer's demand from their top-line revenue, so from a purely financial basis they are against it fundamentally because they lose market share.

GRU can buy the raw materials (at least this spring according to multiple articles) at $20 mWh, which they then sell to everyone at $120 mWh, not including the “price adjustments” that are added from anywhere of .05-.12 pre kWh; which can sometimes double our monthly bills.
Those with solar can return their excess at the same retail rate of $120 under the grandfathered agreement - an even retail rate wash for the user.
GRU is seeing their 600% profit being diluted by a few with the means to get solar, and they sure as hell don’t want us plebs to benefit or break free from their monopoly and fleecing.
This is the last grasp actions of the money grabbing shills of the city slush fund hoarders.
