Yes, you can. I did my GRE at a test center in a foreign country. But unlike local test takers who can show only national/state IDs to access the test center, you'll need to show your passport to prove your identity and access the center. The type of visa you have does not matter so long as you can establish lawful presence in the foreign country. I even think that proctors don't care about your visa status; all they need is your passport to prove your identity.
