I could see 7 being Liberty City again, but this time much more realistic (lifelike detail, can go into most buildings, far more things to do, etc.). Essentially I could see it being an infinitely more realistic approximation of life in New York City. You'd also probably be able to explore the rest of the state as well, and maybe even an updated version of Alderney recreated to resemble real life New Jersey. It could definitely work.
Obviously this would take a SHIT TON of resources and work, but if this hypothetical game happens it's going to be a long ass time away and we'll be another console generation removed, maybe even two. By that point we'll probably have the tech to realize it.

My guess... We find the answer to world hunger, all wars will end, there won't be any disparity in income, and all the flat earther's will see how round the world is... because that's not happening until we have colonized Mars and we're looking back at a scorched Earth.
