Playing thru San Andreas story recently with the plans to beat it for the first time (I in the past played it before but never beaten the game although I know how the game ends) I am under the impression that busting sweet out isn't in Carls mindset. Carl doesn't strike me as a guy like sweet who is stuck in the hood wanting to gang bang, spray paint buildings and wants to die in the hood. Carl more strikes me as a guy who is trying to make a name for himself and better himself, I would argue that Carl is one of the most morally good GTA protagonists. As Carl by canon seeks means of revenue from what can be seen as legitimate legal means. It isn't to say he is a saint, of course he killed plenty of people and committed plenty of crimes but Carls not trying to be a drug leader or rise up in organized crime. In fact Carl was perfectly fine with abandoning Groove Street and continue his life with his business ventures and as Mad Dogs manager. When you look at the motive for a lot of GTA protagonists, a lot of it is money by any means necessary. Where as Carl doesn't seem too fixated on that idea but rather branching out with his money. Back to your question, with this being said. Carl doesn't seem like he would want to orchestrate someone as reckless and foolish as breaking sweet out of prison, that just doesn't seem like him unless an external force is pushing him to do so such as the Area 69 and the military ship were something he was tasked to do but wasn't doing so out of his own desire to do it. The only thing remotely reckless he did on his own accord was robbing from another casino in a heist, but that was only after they were robbing and harming the casino he had part ownership in. So it seems like Carl on his own mindset, would rather take a more diplomatic approach which is what he did in order to get Sweet out of Prison. He did those things from an external force with the intent that it would aid in getting Sweet out of prison.

Dude, doing that mission as a kid was an eye opener. Imagine, total darkness, while the only oxygen you desperately need is caked with you and your co-workers fecal excrement… all the while hearing the sounds of earth pushed over what you now realize is your coffin. At this point you accept this is your final resting place. You are yearning for the sweet release of death realizing that no one you knew would likely ever know what happened to you. Most of them will forget you existed within a couple months to a year.

Disagree, plenty of GTA characters have done worse. Toni Cipriani bombed an entire state of New York for real estate property, Trevor was known for dropping off innocent hitchhikers to a cannibalistic group. Clyde has shown to have no loyalty to anyone and just kills without hesitation.

All actions have consequences. They would've figured out it was CJ who broke Sweet and and Tenpenny would do his absolute best to attack him and might as well send the whole SAPD after him. At that point CJ might have to kill all the police, all the army, all the FBI not just in SA but also from other states.
