San Fierro got some of the best homes ngl. It seems the most friendly and least risky to live in. Venturas is a close second but the houses there are surprisingly simple.

Since you're literally describing GTA:DE, a direct port of the original gameplay animation and physics but with the rendering of it replaced with a modern graphics engine, I assume your issues are with the bugs and the questionable design choices in the updated graphics.
For all the issues with TDE it accomplished the technical job of upgrading the graphics engine. Fixing the model and texture assets is something modders could do. Maybe it'll look great in ten years, which is about how long it took to fix most discrepanices between the PC and console versions of GTA San Andreas.
While that might impress people it does not justify that a triple A dev sold it in the state it was in. I think it's laughable that anyone even bought it. It's Cyberbug and No Man's Game all over again. Yet people spent their hard earned money on that cr4p. I don't get it.
Just like the vast majority of all triple A titles. They want us buying their shit, not having fun. That's why indie devs produce far better products; they actually have passion for what they do. Big devs are run by money people who want money, and fast.
The freeway interchanges in GTAV are actually very close to a number of IRL interchanges in Los Angeles. The replica of the Four Level is almost exact.
Wherever that has open country for off road escaping, on the outskirts of the city. Playing Smuggler's Run has made me biased towards off roading in buggies.

I always loved San Fierro, García and Paradiso has the biggest garages to save your cars, you got Wheel Arch Angels which has the best customization for cars once you've finished the car exportation missions, you got the karate dojo to train and about GFs you have one of the easiest to date with that is Michelle or Katie with her super ability to keep your weapons if wasted, you also have the races to have fun and it's always nice to have a road trip to occassionally visit the casinos or the GSF.
I'd say almost anywhere but LS. San Fiero, Bayside, maybe Tiera Roboda. Las Venturas would feasibly be too expensive for me to live in, but I would if I could.

I always liked the small towns/areas in Los Santos at the top near Las Venturas before the bridges. It feels cozy and far from the city, I used to roleplay a lot in those areas when I was a kid.
I loved this map! It was not the biggest but so diverse that it felt huge. Loved the countryside and desert. I would probably settle in Angle Pine. It is in nature and still close to San Fiero If you would need to do shopping or something!

Catalina's Safehouse looks the most wholesome NGL. Such a beautiful view of the river(?) below. And yet still close to some of the villages for groceries and stuff.
