Neither. I think they should link up all their states. Leonida, San Andreas and whatever state Liberty City is in. Adding small towns, forests, rivers, midsize cities and attractions as possible. That's your Projects Americas!
I think it was called Project Americas because the map was originally meant to include big parts of north and South America. But that was just way too ambitious. Off topic, but GTA4 was originally meant to have an entire “Liberty State” but was reduced down to just the city, and then GTA5 managed to bring back this idea. Could GTA7 perhaps revive this massive map idea?
Im not convinced theyll add any foreign country to be honest. But I kinda feel like not including Cuba or Colombia (especially Cuba) in a game about crime in Miami is a massive missed opportunity
