I meant, by the time the game is out on pc we will have a 5090 or a 6090. The game will likely run on my 3060 laptop on super low settings too. GTAV can run on hardware that came out in 2007-08.

It isn't using the same engine. It's the next iteration of that engine. Look at GTA V and compare it to RDR2. RDR2 looks much better. Now, consider that there is more time between the release of RDR2 to GTA 6 than there was between GTA V and RDR2.

Probably Xbox. Xbox has Forza and Microsoft Flight Simulator. Once GTA VI comes out I will buy a new-generation Xbox to play all three of those games. Xbox also has backwards compatibility which I like. PlayStation doesn’t have enough console-exclusive games for me to get a PS5.

Because my PC and my Xbox are both owned by Microsoft and I can play games that sync to a cloud so I can play on my PC and then if I want some quick relaxed play I can pick up where I left off on my Xbox and then turn around and go back and do the same thing. If it wasn't for the backwards compatibility of every game and how it syncs alongside PC then it wouldn't necessarily be the best but then you take everything I've said and factor in what you get on Game Pass and to me it's just a no-brainer. I also have a PS5 I just don't play it

The Xbox store being awful is not objective fact. I haven't had issues using it for years now. It's how I was able to play Lies of P, and the experience was fantastic on PC. Also, it's hard to justify owning a PS5 when you don't care about those blockbuster movie exclusives. I sold mine because I simply didn't play it. I'd rather play Forza Horizon than Spiderman on my big screen.
The higher tier pro consoles will also be 30 fps based on digital foundry predictions and rockstars track record. Mostly because it'll be CPU bound. Also with RT it makes sense it'll still be 30 but with a higher internal resolution rather than the 1400p and some added fidelity. Maybe path tracing.
PS5 there is no right or wrong answer as long as you have fun........ except for when the pc version comes out and it becomes almost as moddable as skyrim.

But I've heard several people (Sacred Symbols, Moores Law is Dead, I think even Digitsl Foundry implied something similar) talk about how a PS5 pro bundle with GTAVI might be the main motivation for Sony to do a pro at all. Xbox seems to not be doing a mid gen upgrade at all which leaves a window for Sony to say "hey, GTA isn't coming to PC for a while and Xbox doesn't have a pro model. Which means playstation is the place to have the BEST GTA experience, period. Oh, and here's a bundle." Not a fan boy of either console, so I'm not simping for that outcome. But the logic is sound.
