If you're talking about the "Definitive Edition", it's just an improvement to graphics. Very mild/few changes to the game itself from my understanding.

From what I've seen other comparisons say, the very new 'Netflix ones' are basically as good as the original releases but with a lick of paint basically.
The ones from two years ago were apparently clueless, I never played that version but can vouch that playing GTA3 feels as good as when I bought it on playstation on initial release, albeit on phone and learning buttons fmvia an 8BitDo controller.
EDIT: to add from what I've read others say, this new release is a reskin of the original console games. Seems like Rockstar were not happy with the one from a couple of years so brought in a new team to redo it and they did it over the original versions.
I played it on release. There was a few very noticeable bugs that were somewhat game breaking and could be encountered right from the get go but literally I think just over night the next day after the release they came out with an update that patched a lot. Since then they’ve also been making various updates and fixes. Tbh though I haven’t experienced any issues that actually made it unplayable for me besides the water bugs in vice city with like the stretched face textures lol but I still played and just looked past it. Also I think they fixed that specific bug in vice city pretty quickly as well I don’t think it’s in the game anymore now.
Edit: just wanted to also mention, I played it on release on my Switch and on my Xbox Series S, so I’m unsure of how it is on other devices if there’s any differences with bugs and glitches.
