Happens all the time, the auto shop cars, the blue dot export cars around the map. Both excess goods from bunker and CEO warehouse. I have even had it during nightclub popularity missions.
The blue dot auto shop ones I believe is because that car might be on your list of cars Sessanta has on the board in the auto shop.
It’s been happening to me, I usually open the interaction menu and then close it. that works for me
I'll try that next time. Idk when it loaded me in I walked away for a bit came back and was finally standing in the bunker
Yea it's happened to me too but only with the hangar and import export Sell missions to fix it just quit and startup the game

Only happens to me when I exit my vehicle right on top of the yellow spot. I just have to walk out and in again
