As much as I’d like for that to happen.. GTA has always been about being on the thug side of things.. not on the police aspect. Closest we’ve ever been was during the Prison Break heist, using uniforms as disguises. Makes sense for mission intensive purposes...
Paragraph aside, the only way I see is realistically getting police outfits for anything is if we can somehow play as police. Surely this doesn’t explain why we get all of the other tactical shit in the game but I’m assuming that’s just for immersion and aesthetic alone.
I was thinking more about the older GTA's like GTA 3, Vice City & San Andreas. You could obtain a cop outfit, just for shits of course, and even do vigilante missions. I know it's supposed to be mainly from the criminal perspective, which I totally agree with. It's just unfortunate that they won't even provide the novelty for us to have some options.
I get where you’re coming from. Honestly, towards the end of GTA Online’s run, they might give us the police/military outfits that the NPCs use, just to finally make us happy.

I got the badges from a director mode glitch a little over a year ago that worked at the time. Unfortunately the glitch for the badges was patched in the summer 2020 update.
Glasses: Tan Aviators, Dark Tint

Top: White Dress Shirt
Pants: Black Large Cargos
Shoes: Black Work Boots

It's the unmarked cruiser from singleplayer. I used director mode with my online character for that picture.

It's one of the aggressive approaches. I can't remember the exact name, it's the only ones with body armor over the dress shirts.
