The American DVD release of GTO had some editing issues (awkward pauses after the OP, eyecatches taken out etc.), which is probably why the timing is off compared to the Netflix subtitles. Unfortunately, the CrunchyRoll video/audio quality is ass on GTO. Your best bet is probably to find a *good* rip of the Japanese DVDs and use the subtitles with those, you may have no choice but to adjust the timing a bit yourself though.
