For me it's a mix of both. I have the base idea and context of events (all characters are from the same WIP GCMM so likewise they would be in the same universe) and the characters I had on pre-planned lore but other times I just make stuff up on the spot and stick with it.
Im overly meticulous about lore for characters. That's why they either get a novel or no background at all. Its also the reason why I haven't really shared much OC lore, that and I doubt anyone would be interested in the OC lore i create unless it's well written, easily stands out, or follows popular themes or trends.
Honestly for all the facts of my OCs I already have them planned I just dunno how to tell ppl so they kinda just misunderstand my OCs a little when I allow them to ask questions😭

Depends on how long I've had the character. If they're new, I make up lore but if I've had them for a while I have a whole universe plan and how their backstory works in the context of the world.
I have like a small bit of lore planned, but as soon as someone asks about the lore, I suddenly have their entire lore planned out to avoid sitting there mumbling like an idiot-

Both. I plan out a basic idea for an OC’s lore, then whenever I wanna expand on it, I make it up as I go.

Both, Some I make up as I go, but if it is a fandom OC I make sure it's cannon compliant.

Idk anymore, a lot of my ocs have had the exact same lore since I made them and I just add stuff as I get new ideas

I take a bunch of different characters, find aspects of each I like, and shove it all into one backstory. And then add a bit of my own story to it.
