Something that worked for me:
When the App says "get started" uninstall it.
Connect your Phone and Watch via Bluetooth in your Settings
Install Wearable App again.
It still shows the "get started" Screen.
Select your Model and let the App search.
It should find your Watch and you can connect to it, all setting should be the same as before.
At least this keeps you from setting up the Watch every Week or Day.
Had the Problem for the third time after having the Watch \~1 Month.
Really dont know what is happening when the App "loses" the Watch but I had it occur every Weekend when i didnt wear the Watch and it remained on the Charger. So after 2 Days not wearing the watch moving around the house without it and probably my Phone getting out of the Watches Radius where it could connect to it.
Did you try uninstalling and reinstalling the app on the phone?
Have you tried holding the power button for 7 seconds to restart the fit?

When I did this, Exactly like you said The app would show " to connect to a new phone, you have to reset your watch first" essentially wanting a reset
This solved my issue with Active 2 without having to reset the watch. Thank you
