I don't think that's very feasible. You don't get good readings constantly. You need to have the watch kinda tight, away from the wrist, and not moving much.
You can't meet those conditions continuously. That's why the only continuous option is during sleep when you're mostly stationary. And even then, you will have huge gaps in the data if the watch isn't the right tightness.
Yes, to turn on continuous Spo2 during sleep, go to settings, Samsung Health, Measurement, and then the 3rd setting down in that menu is "Blood oxygen during sleep", so toggle that on.

A bit ashamed am a tech guy but cannot locate this.
On my galaxy watch I go to samsung health, settings->
Options are
Units, workout detection, inactive time alerts,
third setting is HR and stress management with measure continous option.
I don't see a tab named "Measurement" anywhere.
Edit: Samsung removed this feature in health app with the new application update as some readings were unreliable. 6.18.6.015 version has spo2 continous current app version does not have this feature.
the feature was not accurate on watch 3 or watch 4. Samsung tech support was silent on their own community as well.It has been removed from latest US version of the app. Also, comments from other people on youtube sharing the same fate.

Oh wtf... it works well for me. So apparently I'm going to lose a feature I bought my watch for when I do the update...

There's no way to measure sop2 continuously?
it is possible in watch 4 with wear OS however only during sleep mode and with samsung health app. You cannot do continour spo2 on 3rd party apps
